Public hearings

“Tyub-Karagan Operating Company B.V.” branch office in Aktau held public hearings on the Environmental Impact Assessment (EIA), geotechnical investigations prior to drilling of the exploration well No 2 in Tyub-Karagan.

“Tyub-Karagan Operating Company B.V.” branch office in Aktau, the company-operator of JSC OCC “KazMunayTeniz” (the subsidiary of NC JSC “KazMunayGaz”), and “LUKOIL Overseas Shelf B.V.” (the subsidiary of NC “LUKOIL”) held the public hearings on Tyub –Karagan project on 6 December 2006.    
 
The participants of the public hearings were the representatives of administrative, state and supervisory bodies, industrial and research organizations, educational institutions, veterans of labor as well as the representatives of public associations and non-governmental organizations of Mangistau oblast.  The purpose of the activity was to inform the population of prospecting geotechnical investigations to be implemented in Tyub-Karagan during 2007.

The geotechnical investigations prior to drilling of the exploration well No 2 in Tyub-Karagan are held to explore the bottom features, define physical and mechanical properties and lithological components of soil, reveal gas accumulations in the location of the forthcoming erection of the jack-up drilling rig.           

  The geotechnical investigations shall be performed in the strict compliance with the environmental legislation of the Republic of Kazakhstan, the Policy of the company in Health, Safety and Environmental issues (HSE) as well as the experience of the world best practice in HSE in the course of performance of the same activities.

All field activities will be accompanied by the ecological monitoring. The environmental impact caused by the geotechnical investigations is assessed as minimal and comparable with the environmental processes.

The disposal of industrial and domestic wastes on land with further transfer to the specialized enterprises for utilization enables to decrease to the maximum the potential risks of pollution of the Caspian reservoir.

Tyub-Karagan is located in the central part of Kazakhstan sector of the Caspian Sea with the geological allotment – 1372 sq.m. Total geological resources of oil are estimated 324 mln. tons, recoverable resources – 110 mln tons. Product Sharing Agreement (RSA) on exploration and development of the field was signed on 9 January 2004 with the validity 40 years.
